Overberg BioRegion
The Overberg BioRegion is the formalised bioregion covering the Overberg District of the Western Cape, South Africa. Its people have begun organising their coordination around the BioConomy framework, making it a BioRegion in the framework’s specific sense: a bioregion whose coordination infrastructure is legible to peer bioregions and to the financial instruments designed to serve them.
The Overberg holds four assets of national significance for the Western Cape Water Supply System and for Cape Town’s long-term water security: the Riviersonderend Mountain Catchment Area, the Riviersonderend River below the Theewaterskloof Dam wall, the catchment’s retention capacity through restored fynbos and renosterveld soils, and the below-dam position that converts demand-side coordination into measurable service.
BioHubs
Multiple BioHubs coordinate activity within the Overberg BioRegion. Each holds its own identity, founding cohort, services portfolio, and coordination surface.
- Valley of Grace BioHub — Founding BioHub, anchored at Genadendal. Finance-and-Governance-first entry into the global BioHub field, with a Learning Hub, Leopard Corridor Destination Management Plan, and alignment to the FR31PB bond programme.
- Volmoed BioHub — Anticipated.
- Witsand BioHub — Anticipated.
The Polycentric Authority Set
The Overberg operates within a plural authority set that is already in place. Polycentricity describes what exists; the BioRegion’s task is coordinating within it.
- Four local municipalities: Theewaterskloof, Overstrand, Cape Agulhas, Swellendam
- Overberg District Municipality
- Breede-Gouritz Catchment Management Agency
- CapeNature (RMCA management)
- Zwelethemba Water User Association (ZWUA)
- Multiple conservation and tourism bodies
