The Charter will establish the Overberg BioRegion as a coordination object worthy of commitment, recognize prior custodial bodies (CapeNature, Breede-Gouritz CMA, ZWUA, the four local municipalities), and set protocols for multi-BioHub coordination within the region. It will also record how the BioRegion carries the Bioregional Development Organization functions. The proposed arrangement is a federation of BioHubs along the region’s rivers, each holding those functions for its own reach [MS].
