Founding Compact
Status: Placeholder. This document will be produced through the BioHub Identity Template Prompt 3 with the founding cohort, drawing on the governance framework outlined in the Founding Brief v0.3 Section 8.
The Founding Compact is a governance document co-signed by the founding cohort. It establishes the BioHub as a coordination body worthy of commitment and serves as constitutional guidance.
Anticipated Content
Based on the BioHub Identity Template, the Compact will address:
- Founding cohort signatories and their roles
- Entity form (the NPC-cooperative-operating company stack)
- Patronage architecture (Mycelial Patronage and FR31PB bond channels)
- Decision-making framework
- Cohort expansion protocols
- Revision and amendment procedures
- Dissent and minority-position protocols
- Dissolution conditions
- Multi-BioHub coordination protocols (provisional, pending BioRegion Establishment Template)
Inherited Constraints
Three constraints from the founding period govern the design:
- No new financial obligations may be placed on any municipality in the district.
- Membership is free and open.
- All content produced by the BioHub is published under an open licence unless client-confidential.
