Urban Dynamics Western Cape (UDWC)
Town planning consultancy domiciled in Cape Town, Western Cape. Appointed by Theewaterskloof Local Municipality on 15 November 2002 (contract signed 17 January 2003) to lead the TRANCRAA transformation process for Farm 39. UDWC’s sub-consultants included Chennells Albertyn (attorneys), Hamman and Schuman, and RTJ Surveyors. The consultancy’s tenure and administrative decisions became the central subject of the Genadendal Transformation Committee’s legal challenges from 2005 onward.
Domicile and scope
Urban Dynamics is a South African town planning consultancy with offices in several provinces. The Western Cape office (UDWC) operates from the Cape Town metropolitan area, outside the BioRegion the Valley of Grace BioHub anchors. Its engagement with the valley was contract-based, delivered through periodic visits and formal reports; the consultancy has no domiciled presence in the BioRegion.
Role in the TRANCRAA process
The following summary draws on the Significant Dates timeline. Every event carries the IC (Independently Corroborated) marker at source.
Appointment (2002 to 2003). In March 2002 TWKM advertised the tender for Farm 39 transformation consultants. UDWC was appointed on 15 November 2002 with a contract signed on 17 January 2003. The scope covered the full TRANCRAA transformation process for Farm 39: consultation with beneficiaries, drafting of the transformation plan, and recommendation of the receiving entity.
Disputed tenure (2005 to 2007). In December 2005 the Genadendal Transformation Committee appointed Regan Brown Attorneys to request a halt to land sales, full budget disclosure, and a pause on UDWC involvement. On 6 June 2006 Regan Brown formally declared a dispute, primarily on the tender process for the appointment of consultants. On 31 January 2007 the TC filed a High Court application (Case 926/2007) seeking judicial review of TWKM’s administrative actions, including the appointment of UDWC, payment of UDWC accounts, and sale and transfer of Trust Land to outsiders.
Houw Hoek and its collapse (2008 to 2010). UDWC was party to the mediation at Houw Hoek in September 2007 and to the Houw Hoek Agreement of Settlement concluded on 17 October 2008 (made an order of the Cape High Court on 22 October 2008). On 7 July 2010 TWKM, DRDLR, and UDWC met without the TC and decided the Agreement “cannot be implemented and should not be revised. No further public participation, no referendum, no updating of residents list.” UDWC was one of three signatories to that decision.
Final report (October 2010). UDWC completed its report in October 2010, recommending transfer of the Remainder to TWKM. The Ward 2 Forum found the report seriously incomplete: missing deeds, no proper survey of tuingronde, no agricultural plan, no genuine consultation.
Post-2010. No further documented engagement of UDWC with the Farm 39 process appears in the current wiki record. Whether the consultancy remains under contract, has been formally released, or holds an active advisory role is an open question flagged for the Transformation Committee page and the future re-opening of the TRANCRAA question.
